Heather McDaniel, President
Heather was appointed President at TCAD in 2018. Heather has spent the last 11 years at TCAD, joining the organization as Empire Zone Coordinator in 2007, becoming Director of Economic Development Services in 2008 and Vice President in 2014. She previously worked for the Tompkins County Department of Planning. Heather worked in cooperative housing and redevelopment in New York City and began her career with Cushman Realty in Los Angeles.
Heather is a Certified Economic Developer (CEcD) and a certified Economic Development Finance Professional (EDFP). She is a member of the American Institute of Certified Planners, the International Economic Development Council and she serves on the Board of Directors of United Way of Tompkins County and is a Trustee at The Sciencenter.

Chuck Schwerin, Managing Director of Business Services
Chuck became Managing Director of Business Services at TCAD in January of 2019. He will be responsible for business retention, expansion, and attraction programming, delivering direct incentives, and developing relationships with business leaders, entrepreneurs and a variety of stakeholders. He will provide direct assistance to retain, grow and attract new business and industry in Tompkins County.
Prior to his appointment at TCAD, Chuck was a Certified Business Advisor for the SBDC at Binghamton University for three years, where he specialized in advising tech-based companies and was the NY State Coordinator for FAST (Federal and State Technology), a Small Business Administration (SBA) funded program that helps states enhance the use of Small Business Innovation Research grants.
Chuck is a co-founder (and current Board member) of a biotech spin-off from Binghamton University. He holds three patents on geographic information technology and received his MA in Urban Policy and Planning from Tufts University. Chuck was an adjunct professor, teaching entrepreneurship, in Binghamton University’s School of Management. In his spare time he edits Adirondack PEEKS, a bi-annual magazine produced by the Adirondack 46ers and is a Board member of the Edward L. Rose Conservancy, conserving land, water and wildlife in Northeast Pennsylvania and the Southern Tier of New York.

Kurt Anderson, Director of Development and Strategy
Kurt Anderson joined TCAD as Director of Development and Strategy in February 2020. In this role, Kurt is responsible for administering the Tompkins County Tourism Capital Grants Program, overseeing investment initiatives and investor relations, and supporting the TCAD Foundation (Finger Lakes Regional Prosperity Network). Kurt will also represent the economic development perspective on key issues, manage special projects, and collect and analyze economic and labor market data.
Prior to TCAD, Kurt worked in fundraising and grant and project management for the Finger Lakes Land Trust, Ducks Unlimited, Downeast Salmon Federation, and Unity College. He earned B.S. and M.S. degrees in natural resources management from Michigan State University and University of Delaware, respectively. Kurt is an avid outdoorsman and amateur mechanic, often found exploring with his wife and their two daughters in a vintage Land Rover.

Margaret Frank, Director of Communications
Margaret joined TCAD in July of 2016 and is responsible for communications and marketing. Margaret formerly worked as a Senior Marketing Coordinator at Tetra Tech Architects & Engineers for over 15 years.
Margaret is a graduate of Ithaca College with a BS in Corporate Communications.

Ina Arthur, Manager of Administrative Services
Ina has been with TCAD since 2006. She manages TCAD’s Administrative operations, including budgeting and general finances. She works administratively with a number of programs including TCAD’s Revolving Loan Funds, Tompkins County Industrial Development Agency and Tompkins County Development Corporation. Work with the TCIDA and TCDC includes the annual State Audit Process for these Public Authorities. Ina has worked in the field of association management for over 20 years.
Ina is a member of the American Society of Association Executives.
Ina received a Bachelors degree from Amherst College in Classics.
