Michael Stamm, President

Michael has been President of Tompkins County Area Development, Inc. (TCAD), since September 1985. Prior to that, he was with the Niagara County Industrial Development Agency for three years. Michael is past chair of the Board of Directors of the New York State Economic Development Council, is a member of the Executive Committee of the Southern Tier Regional Economic Development Council, and is the Vice Chair of the Southern Tier Economic Development Corporation.

Michael earned a BA in English Literature from Syracuse University and an MA in Economics from the University of Buffalo. Most of his college education was accomplished on a part time basis while either working or on active military duty in the US Air Force.

Martha Armstrong, Vice President and Director of Economic Development Planning

Martha has been with TCAD since 1997. Martha provides technical leadership for TCAD’s strategic planning efforts. Her activities include: project management, stakeholder participation, strategy development, policy analysis, statistical analysis of the economy, and implementation and evaluation of programs. Martha provides management of the Finger Lakes Regional Prosperity Network (FLRPnet), formerly the TCAD Foundation, as well as facilitating the Tompkins County Economic Development Collaborative, which coordinates economic development-related activities among local agencies, and fosters inter-agency collaboration to advance mutual interests.

Some of Martha’s recent projects include the 2015 Tompkins County Economic Development Strategy, the 2010 Countywide Inter-Municipal Water and Sewer Feasibility Study, and the 2010 Tompkins County Workforce Strategy. Martha is a licensed architect and worked in that field for 15 years prior to receiving her Masters in Regional Planning from Cornell University and joining TCAD.

Martha is a member of the American Institute of Certified Planners and is a Certified Economic Development Finance Professional. Martha serves on the Kendal at Ithaca board of trustees. Past community service includes the Better Housing for Tompkins County board and the Belle Sherman After-School Program board.

Martha received her BA in Architecture from the University of Washington.

Heather McDaniel, Vice President and Director of Economic Development Services

Heather joined TCAD in 2007 and in her role as Vice President and Director of Economic Development Services, she helps businesses access the resources they need to start, stay and grow in Tompkins County. She is the Administrative Director of the Tompkins County Development Corporation (TCDC) and the Tompkins County Industrial Development Agency (IDA). She also administers the TCAD revolving loan program and provides referrals to local, regional, State, and Federal incentive programs. Heather takes an active role in business retention and expansion visits to local companies. Prior to joining TCAD in 2007, Heather was a senior planner in the Tompkins County Planning Department where she administered housing and economic development programs, and provided staff support to the Tompkins County Environmental Management Council.

Heather is a Certified Economic Developer (CEcD) and a certified Economic Development Finance Professional (EDFP). She is a member of the American Institute of Certified Planners, the International Economic Development Council and she serves on the Tompkins County Library Foundation Board of Trustees, The United Way of Tompkins County Board, and The Sciencenter Board of Trustees.

Heather has a Master’s degree in Urban Planning from New York University and a Bachelor’s degree in Sociology from the University of California, Berkeley.

Margaret Frank, Assistant Director, Communications and Economic Development Services

Margaret joined TCAD in July of 2016 and is responsible for communications, marketing, and economic development services. Margaret formerly worked as a Senior Marketing Coordinator at Tetra Tech Architects & Engineers for over 15 years.

Margaret is a graduate of Ithaca College with a BS in Corporate Communications.

Ina Arthur, Manager of Administrative Services

Ina has been with TCAD since 2006. She manages TCAD’s Administrative operations, including budgeting and general finances.  She works administratively with a number of programs including TCAD’s Revolving Loan Funds, Tompkins County Industrial Development Agency and Tompkins County Development Corporation.  Work with the TCIDA and TCDC includes the annual State Audit Process for these Public Authorities. Ina has worked in the field of association management for over 20 years.

Ina is a member of the American Society of Association Executives.

Ina received a Bachelors degree from Amherst College in Classics.
